Policy Statement

It is the policy of the Board to permit instruction to be delivered by the state system community colleges out-of-state on a limited basis in response to documented need.

Scope

This policy applies to the state system community colleges.

Course Approval

Board approval will be required for colleges to offer courses outside of the State of Colorado. The college president must recommend such courses based on (1) the demonstrated need for the course(s), (2) the ability of the institution to deliver the course(s) without adversely affecting its educational program within its service area, and (3) the centrality of the course(s) to the institution’s role and mission.

The institution will submit requests to the Board following the procedures and in the format established by the Colorado Commission on Higher Education (CCHE) in its published policies. The System president will submit Board approved requests to the CCHE for final approval as required by statute.

Procedures

The System president shall promulgate such procedures as may be necessary to implement this policy.
