Policy Statement

A facility program plan must be approved in accordance with the provisions of this policy prior to the development of a real estate lease, a capital expenditure for equipment, and/or a construction project.

Scope

This policy applies to all state system community colleges.

Program Plan Requirements

Except as provided in this policy, program plans must be approved by the Board and shall be consistent with the Colorado Commission on Higher Education (CCHE) requirements and Guidelines for Program Planning. Program plans shall conform with CCHE facilities master plans, contain evidence of educational benefits which will result from implementation of the program plan, assure that plan actions and operating and capital costs are appropriate to educational programming as well as to sources and methods of financing, conform with other Board policy, and be consistent with System goals.

  1. Any real estate lease having an aggregate value of less than $200,000.
    Delegation of Authority
    The Board hereby delegates to the System President and/or the Vice President for Finance the authority to approve program plans for the following: Any capital construction project or capital equipment purchase having a value of less than $250,000.
  2. Any specific maintenance project which is on the Board approved controlled maintenance budget request or any project funded from the controlled maintenance emergency fund. This provision was effective July 1, 1990.

The System President and/or Vice President for Finance may exempt from program planning requirements any project for which they have delegation of authority under this provision.

Procedures

The System President shall promulgate such procedures as may be needed to implement this policy.
