Policy Statement

The Board recognizes the importance and utility of program review in educational planning and management. The primary purpose of program review is institutional improvement that includes the maintenance and enhancement of program quality. Program review provides information needed to make decisions related to program expansion, contraction, consolidation, and discontinuation as well as the allocation and reallocation of resources. Therefore, this policy is established to clarify the objectives for program review and the process to be followed in program review.

Scope

This policy applies to all state system community colleges and to all academic and vocational instructional programs at these colleges.

Program Review Objectives

State System Objectives:

  1. To assess the quality, effectiveness, and efficiency of state system community colleges’ educational offerings;
  2. To determine whether System goals and objectives, as stated in current relevant master plans, are being attained;
  3. To assess whether instructional program objectives are in concordance with the role and mission of state system community colleges; and
  4. To periodically clarify and refine the roles and missions of state system community colleges in a manner consistent with the concepts of quality, diversity, access, accountability, and equal educational opportunity.

Institutional Objectives:

  1. To assess program quality and effectiveness;
  2. To assess program efficiency;
  3. To aid in program planning and accountability; and
  4. To assess the continuing need for the program.

Guidelines for the Review Process

The general process for program review shall include the following:

  1. Each career and technical instructional program including the AAS degree will be reviewed at least once every five years. Each AA/AS/AGS degree program will be reviewed at least once every seven years.
  2. Annually, each state system community college will prepare a summary report, on programs reviewed, for submission to the central System staff and to the Board.
  3. Annually, central System staff will prepare a report, on programs reviewed, for

Board approval to be submitted to CCHE. This report will focus on:

  • Board decisions made or to be considered as a result of program reviews.
  • Timelines for action resulting from program review recommendations.
  • Date(s) of Board action concerning the outcomes of program reviews.

Procedures

The System president shall promulgate procedures as necessary to implement this policy.
